Preparation of Local Disaster Resilience Framework(LDRF) for 12 Local Bodies

Earthquake Safety Solutions (ESS) successfully delivered consulting services for the “Preparation of Local Disaster Resilience Framework for 12 Local Bodies” as part of the Earthquake Housing Reconstruction Project (EHRP), supported by the MDTF-World Bank.
The municipalities involved in this project included:
- Bajhang District: Thalara Rural Municipality, Bitthadchir Rural Municipality, Khaptadchhanna Rural Municipality, Jayaprithvi Municipality
- Bajura District: Himali Rural Municipality, Jagannath Rural Municipality
- Doti District: Dipayal Silgadhi Municipality, KI Singh Rural Municipality, Aadarsha Rural Municipality, Jorayal Rural Municipality, Sayal Rural Municipality
- Rupandehi District: Rohini Rural Municipality
Services Provided by ESS:
- Municipal Capacity Assessment
Evaluating the ability of municipalities to implement local Disaster Risk Management (DRM) strategies. - Comprehensive Surveys
Conducting detailed surveys in the 12 municipalities to assess:- The human and technical resources available for local DRM activities.
- The presence of DRM laws, by-laws, and budgeting provisions.
- Stakeholder Consultations
Facilitating consultations with local stakeholders, and coordinating with federal, provincial, and local governments. - Development of a DRM Implementation Roadmap
Based on assessments and consultations, ESS prepared and presented a comprehensive report to the National Disaster Risk Reduction and Management Authority (NDRRMA). The report outlined the existing DRR frameworks, identified gaps, and recommended policy adjustments and resource needs for effective municipal-level DRM activities. - Action Plan Detailing
ESS provided a detailed action plan, outlining specific DRM activities and their implementation strategies.
