ESS provides detailed design and planning, drawings, reviewing, cost estimates, materials estimates, inception/survey, retrofitting design and planning, new construction design and planning, and architectural design and planning are the services under this section. It also covers urban planning in a way that minimizes the risk of earthquakes and other hazards.
